[Linux-PowerEdge] syscfg can't connect to manager

Good Afternoon,

I am looking for some debugging advice on this.   I have two servers
where this works fine and a third where it does not work.

# /opt/dell/toolkit/bin/syscfg --SysProfile
SysProfile=custom
# /opt/dell/toolkit/bin/syscfg --SysProfile=custom
Unable to connect data manager  #<--- what!?!
# cat /var/log/dchipm64.log
[Thu Sep  5 13:33:55 2013] DCHIPMOpen: version check failed

~# /opt/dell/toolkit/bin/syscfg --version

syscfg Version 4.3.0000 jar00 (Linux - Jun 17 2013, 01:21:31)
Copyright (c) 2002-2013 Dell Inc

3.2.0-51-generic #77-Ubuntu SMP Wed Jul 24 20:18:19 UTC 2013 x86_64

# lsmod | grep dell
