Do you have "noexec" on /tmp?  It's in a few security baselines like 
CIS.  Unfortunately, it will prevent firmware updates from working.

Just in case you aren't aware, you can remount /tmp temporarily with 
exec using:
	mount -o remount,exec /tmp
and back off again	
	mount -o remount,noexec /tmp
