bootstrap.cgi failure on OpenSUSE 11.2 x64

Hi all,

Trying to run the community bootstrap.cgi script, and it's failing for
one or two reasons.

Firstly, near the end at "install_rpm $(wget -q -O-
${REPO_FULL_URL}\&getrpm=${REPO_RPM_NAME} | head -n1)" it's bailing out
with an incorrect URL error. Some investigation revealed that
REPO_FULL_URL was missing a hostname. I copied the variable setup from
the top and put it just before the install_rpm call, and it seemed to
kick it into life.

Secondly, it subsequently tried to download the repository RPM. This
failed due to the Python script on the server chucking an error. I
believe the relevant output of this error is "IOError: [Errno 2] No such
file or directory:

A quick browse agrees that primary.xml.gz is missing from that
directory, yet others are fine.
