SSH key upload failing for iDRAC6

I've got an issue attempting to upload an ssh key for a new user on an
[root at host1]# racadm sshpkauth -i 12 -k 1 -f /home/user1/.ssh/id_rsa.pub
ERROR: Unable to perform requested operation.
If the operation attempted was to configure DRAC, possible reason may be
Local Configuration using RACADM is disabled.
User and iDRAC configuration looks OK - can anyone throw any light onto
the issue pls?
