Very interesting.

I have R710 with other problem - hangs on reboot at the end of the
shutdown process - happens in ~50% cases ( Debian Lenny amd64 ):

Watchdogs ( Intel TCO, IPMI ) doesn't help workaround the problem.
Power cycle of course helps, but also "Reset System (warm boot)"
from iDRAC (?)

Unfortunately there are no files with this id on
http://linux.dell.com/repo/firmware/bios-hdrs/
which i though till now is the only bioses source.

Your link ( http://ftp.us.dell.com/bios/ ) however contains 3 files:
