   I am running OMSA 5.4 on a PE1800 running RHEL 4 update 6:

So you should be able to run the 5.4 version.  I installed this from the
Repository http://linux.dell.com/repo/software/

As best I can tell 5.1 is the latest for the 2.6.9 based kernels 
(RHEL4). Is that the case?
