pci configuration space access on 1950

I have a 1950 with the PCI-X option. An application programs flash on 
the PCI-X card via the PCI configuration space.

There is about a 10x performance degradation between the 1425 and the 
1950 for this operation.

Was just under 3 minutes on the 1425 and is 27 minutes on the 1950.

This is Fedora 7 running kernel 2.6.22.9-91.fc7

PS : We are pleased that while the 1425 had 3.2 ghz single cores, and 
the 1950 has 2.0 ghz dual cores, our most demanding single-thread 
application runs 10% faster on the 1950.
