Percsnmp?

verify that the install properly modified /etc/snmp/snmpd.conf:
$ grep percmain /etc/snmp/snmpd.conf
pass .1.3.6.1.4.1.3582 /usr/sbin/percmain

and that snmpd has been restarted/reloaded after that line added and 
after percagent started.

Yes and no. you should have both 'percagent' and 'snmpd' running
'percmain' needs to be in the sndmpd file as mentioned above.
