Who owns /var/spool/clientmqueue/? Here's mine from a RHEL3 install:
$ ls -ald /var/spool/clientmqueue/
drwxrwx--- 2 smmsp smmsp 4096 May 27 04:04 /var/spool/clientmqueue/
When I've seen this fail, it's becuse the smmsp user didn't have permissions

Do you need to run cannaserver? Per rpm -qi:
Canna provides a user interface for inputting Japanese characters.
As I don't speak/write/read Japanese, I don't run it.

Again, check permissions on the various /var/spool/ directories, in
this case /var/spool/at.
