On Mandrake, if you use the 'Enterprise' kernel (in order to get access to 
>900MB ram), it exhibits the same 'not powering off on shutdown' issue you 
mention. Closer inspection shows that (at least for a 2.4 kernel) the APM 
stuff isn't being compiled. Enabling that and rebuilding the kernel makes it 
power off.
