PE2650 / PowerVault 220S Performance issue

I have a PV220s stuffed full of 146GB scsi U320 drives, hooked up to a PE1750.
They're configured as a 13 disk raid-5 with a hot spare.
Filesystem is ext3 running on Mandrake 10.0 (2.6.3 kernel)
04:03.0 RAID bus controller: Dell Computer Corporation PowerEdge Expandable RAID Controller 4/Di (rev 02)

I get the following results from some brief testing:

dd'ing a 1000MB file to the array:
