PE1650: Second NIC not forcing full duplex

Greetings,
We have multiple PE1650 servers that are not forcing full duplex on the
second NIC.  They are running redhat 6.2, custom 2.4.18 kernel, e1000-4.3.2
drivers compiled around 2.4.18 source tree.  
In /etc/conf.modules are the following:
alias eth0 e1000
alias eth1 e1000
options e1000 Duplex=2 Speed=100
 
After rebooting dmesg reports the following:
Intel(R) PRO/1000 Network Driver - version 4.3.2
Copyright (c) 1999-2002 Intel Corporation.
eth0: Intel(R) PRO/1000 Network Connection
Forcing to 100 Mbps Full Duplex
Speed, AutoNeg and MDI-X specifications are incompatible. Setting MDI-X to a
compatible value.
eth1: Intel(R) PRO/1000 Network Connection
e1000: eth0 NIC Link is Up 100 Mbps Full Duplex
e1000: eth1 NIC Link is Up 100 Mbps Half Duplex
