This is something I'd like to document in a more permanent place. In process is some mechnization to make this easier/more obvious. However,
ipmiflash works on the bare ROM-so you're close. Unpack that .exe (it's a self extracting zip) and get the .hdr file in the home directory. That's your rom.
Then, here's an example script to call it-let me know if you have other issues...

# -f force flash
# -p preserve config
# Flash a C6220
#./ipmiflash -H$TGT_SVR_BMC -Uroot -Proot bmc tftp://$TFTPSVR/fw/fw.c6100.bmc.124
