Well, i used to run a fairly large Datacenter in Paris few years ago and because of me,
the DC turned into a 100% Dell shop, and Dell support was incredibly good. It's just my
subjective opinion that French Dell help desk was  noticeably better few years ago than
today, based on my experience.
