[Linux-PowerEdge] 15 or 20 package_power_limit events per second on an R320

I've done everything as suggested in this document

on page 6, went a couple of days without a power package error, and then
1 showed up, and then a few more on a few other servers.

3 servers configured this way (as low latency) have experienced the
"issue" now.

I also get this frequently using Dell Processor Acceleration Technology
enabled as well.

So, my conclusion at this point is this doesn't fix the issue, it may
mask it more, but still doesn't fix it completely you just don't run
your server hard enough.

Still, it makes no sense to me, since with C states disabled the kernel
shouldn't be knowing anything about the power states of the CPUs and
therefore this message shouldn't be happening.

I'm leaning more to what this is saying...
