[Linux-PowerEdge] 15 or 20 package_power_limit events per second on an R320

I am running an R620 (dual E5-2690) that also has this issue with SLES
11 SP2.  I am running 1.6.0 BIOS.

I still see these messages using the "PERFORMACE" profile, which
disables all the Cstates (cpufreq-info says no governor, as expected) .
Our servers come configured this way by default (performance profile).

They always last 1 minute or so.  I have a system that was BIOS 1.4.8
that didn't every report this, I upgraded it to 1.6.0 to see if it
starts reporting this.
