Ah, thanks for the suggestion. I'm not sure why this didn't cross my mind. I went ahead and changed this documentation to use pool.sks-keyservers.net instead. I talked to the pgp.mit.edu maintainer anyway, and it turns out that many of the problems this machine has are because of it being hardcoded in so many places. (Note that pgp.mit.edu is part of pool.sks-keyservers.net when it isn't so overloaded that it gets temporarily removed.)

I always report errors to this e-mail. But this time I had in mind that 
someone could fix the documentation @ dell ( 
http://linux.dell.com/repo/community/deb/latest/ ) with a more reliable 
key host :)
