Instead of accessing ks.cfg from a static NFS share, use ks= which provides different content based on REMOTE_ADDR. Lots of cluster distributions do this. 

If you must access ks.cfg from an NFS server with a stable IP address, can you fake it with private IP space and/or IP anycast? There's no rule that you can't have the same IP address at multiple locations; you just have to be careful how the route thereto propagates. Nodes other than the primary would need to redirect non-NFS traffic to the master.
