PE1950 - Converting from 3.5" to 2.5" drives

We have several PE1950 servers originally configured with 1x2 3.5" 
drives that need to be changed over to 2x2 2.5" for space reasons.  From 
my understanding, the only differences are in the backplane and chassis.

According to a Dell rep, ordering just a 2.5" chassis would violate 
regulations from Title 47 CFR, Part 15 dealing with untested emissions. 
  I was informed that I would be required to purchase a new server, but 
that entails more than refurbishing.

Can anyone shed light on the differences between the PE1950 2.5" and 
3.5" form factors?  Or has anyone had any luck in converting a chassis? 
  I suspect that chassis differences exist only between the face plate 
and drive post.
