Either your rac card has locked up - this is a reoccurring issue in all
drac[3-5] and is the cause of real grief - or you do not have a rac card
at all.
The only way to recover a locked up rac card is to pull the power plug
of the server for one minute - remeber it usually has two of them. This
usually recovers them.
