PE 2950 III network issue with fedora 9 and centos 5.2

So sounds like it isn't related to the OS.

Things to try:
Does a different cat5e cable work?
Does eth1 work?
Does a different switch or wall port work?
Does your organization run any kind of proxy or webcache?
