If using 'chassis power off' left a machine in a state where you couldn't use
'chassis power on' it'd seem a little peverse.  On all the machines I've got
with IPMI, turning it off with IPMI always leaves it in a state where you've
still got full IPMI access.  A normal shutdown also leaves IPMI accessible.
I've only once had a node be inaccessible after an actual power cut.

Only required if you want to access IPMI locally.  The network addressable
side doesn't require OS support, so this step is only required if you want to
setup the BMC without rebooting and using the BIOS.
