Minimal user requirement for OpenManage login

The webserver is the Servertec Internet Web Server (www.servertec.com)
and it is open source now.

It's a commercial web server written in Java.  It should show up in
netstat if it's running.

As for user authentication, it uses PAM.  I haven't tried, but I
expect a user with a shell of /bin/false and no home directory would
suffice.
