drac3 and transport failed

Hi,

I have few servers on remote location, and some of them are returning me
error:

# racadm getniccfg
racadm getniccfg:: transport failed

I cannot reach the console, as it freezing on the authentication part
durning openning the java window, so I'm unable to rebuild the server
with PXE (see ref link #1).

I also don't have power options available (see ref link #2).

Does anyone know how to reset the DRAC if I have only web interface
available. I've tried Debug->Status Check->Reset RAC, but I didn't see
any effect.

Is it a hardware problem the "transport failed" thing?
