The file is present.
Maybe it is due to a halloween feature (copyright M$):

The web server is presenting that page in an unusual layout, just like 
ftp.dell.com is doing sometimes. Very nasty, but I guess our dell people 
are fully innocent - they just are not aware that they are "halloweening" 
us with proprietary M$ shit.
