I'm not a laywer, so this may not be true, but I believe that the GPL doesn't 
cover binaries that run ontop of Linux, only those linked with GPL'd code.

I suspect the best you would be able to get is the source to all the GPL 
software running on the DRAC, but not any binary-blob firmware.

Dell and/or your Lawyer will be able to give you a more accurate answer.
