Never mind, figured it out. OpenManage 5.5 does not support the
PowerEdge SC1430. This is in fact a common statement for nearly all
SC-class servers produced in the last few years. From the readme in
its package:

Supported Dell PowerEdge Systems
PowerEdge 10th generation system family:
M600, M605, PET300, PER300, M805, M905, T110, and DL5000
PowerEdge x9xx system family: 1950, 1955, 2900, 2950
PowerEdge x8xx system family: 800, 830, 840, 850, 860, 1800,
1850, 1855MC, 2800, 2850, 6800, and 6850
PowerEdge x7xx system family: 700, 750, 1750
PowerEdge x6xx system family: 600SC, 650, 1600SC, 1650,
1655MC, 2600, 2650, 4600, 6600, 6650
PowerVault(TM) 10th generation system family:
NF500, NF600, and DL2000
PowerVault(TM) NX x9xx system family: 1950
NOTE: The first x in the system family name can represent
a blank or a number. For example, x8xx represents the
PowerEdge 800, 1800, 2850, etc.
