OMSA only listening on localhost

Hi all,

I just pulled down OMSA off of the Dell repositories using the
instructions on the wiki. I'm unable to login remotely unless I
forward the port over SSH. Netstat reports that port 1311 is only
being listened to on :::1311 (IPv6). How can I convince it to listen
on IPv4 as well?
