PE2900 too noisy for office?

Keep in mind though that a 2950 and a 2900 are radically different
beasts with regard to noise.  The 2950 is designed for a rack and
expected to be most often located in a data center.  The 2900 can be
racked but is designed to also be appropriate as a tower.  More
attention is given to noise suppression there.
