I have done measurements on many modern servers (including the PE1950). In all 
situations with a single PSU pf has been better than 0.9 during load (and a 
bit lower at idle but >0.8). Most good powersupplies manage >0.95 at load.

Given that a powersupply has lower pf at lower load I'd assume that dual PSU 
machines have lower (worse) pf than single PSU ones. I have not measured this 
though.
