Hi Brian,
I think that there is something wrong with full power measurement. With so low pf, the real power would be lower then idle power. Very strange.
When I was checking my PE2850 (2x Xeon 3GHz, 4G RAM, 3xHDD) pf was always about 0.9. The test were made in Europe (230V AC main power) but that should not matter.
