  The "Dell Utility" partition is not primarily for factory test.  The
diagnostics -- which are run when you hit F10 during POST -- are used
all the time for field trouble-shooting, by Dell tech support and by
others.  Most people lose track of the diagnostic CD a few minutes
after they unpack the computer, so it's a real benefit for the
majority of support calls.

  I think it is rather irresponsible to call something irresponsible
when you don't even know what it's for.
