One thing I forgot to mention - make sure that ICMP isn't being firewalled
at the host level on these boxes.
If the packet is indeed too large, the destination host will typically
drop the packet respond to the source with an ICMP error indicating that
the MTU needs to be reduced.
If there is a firewall between these hosts that you didn't mention, or if
the source host is blocking ICMP type 3 messages, it may never adjust it's
MTU.
