Help with md3000i

I have been given an MD300i to install but find myself in the same
situation, this has 2 iSCSI interfaces and someone has told me I need an
"unlock kit" in order to be able to wipe it and start again as it has
fixed IP addresses and wont talk. The kit is orderable from Dell. Is
this correct?

Does it not respond to a broadcast ping?
