Check your bios memory redundancy setting. I had a similar issue. It
was using 1 DIMM as
a spare. I never touched the bios and it was a new system. Not sure
why it would default to
spare, but it was.

$ omreport system summary
Memory
Total Installed Capacity : 16384 MB
Memory Available to the OS : 12176 MB
Total Maximum Capacity : 32768 MB
Memory Array Count         : 1

$ omreport chassis memory
Memory Information

Health : Ok

Memory Redundancy:Ok

Redundancy Status        : Full
Fail Over State          : Inactive
Redundancy Configuration : Spare

$ omconfig chassis memorymode -?
memorymode       Set memory redundancy mode.
Valid parameters are:
index=<number> Chassis index (defaults to 0).
redundancy=<spare|mirror|raid5|disabled>  Memory redundancy mode.
