system + RAC interfaces w/ single cable?

I have a semi-offtopic question for the list (though it is about Linux
on a PowerEdge server...).
I'm in the process of searching for a colo hosting provider for my 2950
w/ RAC. However, one of the sticking points is that most providers I've
spoken with want to charge a LOT more money per month in order to run a
second cable to the RAC interface. Although I explain that it would be
used only for emergency situations and would consume near zero
bandwidth, I'm generally told that either:
* We don't care - it's a second cable and that's our standard price, or
* We offer per-incident emergency services and this would cut into our
potential ability to make more money, so we're going to jack the price
up (though no in those exact words)
So, what I'm trying to do now is figure out how to get both the RAC and
system interfaces working and accessible using just one cable. Has
anyone, by any chance, run into this before and has any suggestions?
One idea that a friend of mine suggested is that we using an internal
PCI-based switch, such as this:

That may work, but my main issue then becomes power. One of the best
features of the RAC is that it will continue operating even when the
server is physically powered down - would a PCI-based network switch
also receive enough power to continue operating when the server is
powered down? Also, I don't know what kind of Linux support such
devices would have. Are there any particular cards that are known to
have good Linux driver support?
Like I said, I know this is somewhat off-topic, but I'm hoping someone
may have some suggestions on this. Please feel free to reply off the list.
