PE1950 fan speed

Chassis fan speed is derived from the ambient temperature sensor on the
control panel board.

There already is. You're trying to second guess built-in thermal
management. 
There's no need to. Just let it do its job. High cpuload doesn't
necessarily translate to a need for the fans to go much faster. It all
depends.
