I don't have all of the answers here (it's been a long time since I
worked with the DRAC IIs and when I did, I don't think I ever used them
with Linux). Maybe someone who knows more than I will chime in, but
until then maybe I can point you in the right direction.
But, if I recall correctly:
*** The command line tool for the DRAC IIs was called racconf (as
opposed to the racadm used with the newer DRACs).
*** The latest version of Open Manage with support for the DRAC II (from
which you could install racconf) was the 4.5 release.
*** Open Manage 4.5 did have support for Linux, although I suppose you
might run into version incompatibilities by now -- it's three years old
or more.
You can find OM 4.5 on http://support.dell.com by searching under a PE
2450 and then looking at the Systems Management grouping of downloads.
I think these are the ISOs you need (although you might be able to find
a standalone package w/o needing to download large ISOs if you spend
some time browsing the downloads page):

I don't recall anything about the security of the DRAC II.

I have a couple of PowerEdge 2450s with DRAC II cards in them. Is there
any way to access them via a command line interface (telnetting to a
port, for example)? All I need to be able to do is issue a power-off
command. It needs to be doable from a Linux machine. Is there any
reasonable way to do this? Do they use encrypted connections to the
Windows management console tools? If they don't, would a data replay
work (if I were to log the packets going from the management machine to
the DRAC)?
