PE2950 Won't Run Quad-Core CPU

It looks like this is an "Energy Smart" server. Check the BIOS options
for low power and DBS. Also, refer to this doc which shows the
"supported/available" CPUs for the ES/LV designation.

Or, if you don't want to actually look, it says that it supports "up to"
5310 QC CPUs at 1.6 GHz
So, check the BIOS options and disable DBS under CPU info and Low Power
mode under Memory Info. You might also set the NVRAM_CL jumper located
just behind the most inboard DIMM socket, reboot to clear NVRAM and then
try again.

I just updated the BMC and primary backplane firmware to the most
recent releases, but the results are the same - quad-core CPU doesn't
work.
Details:
BIOS: 2.0.1
Primary Backplane Firmware Revision: 1.05
BMC Firmware Revision: 1.77
Service Tag: 77GLGC1
Any new ideas?
If there is a better place to ask these non-Linux PowerEdge
