Slow response on quota commands

quotacheck -c /home (or the mountpoint)

This re-initialized the quota database.

        We have several Dell servers running RHEL 4 and we uses
disk quotas to help manage user accounts -- around 1500 different
userid's being tracked/system.  Simple direct SCSI access to the
disk, no RAID involved.

        The repquota, quotaon, quotaoff commands normally complete
within seconds when issued -- except for one system (which is not
configured that differently from others, running the same type of
work).  On this system a simple quotaon/quotaoff can take several
minutes, and a repquota can take about 3 minutes.  It's driving
us nuts! 

        We've rebooted it, with no change -- but then a few days
later it 'sped up' and seemed normal, only to bog down again a 
few days later?   It does seem to slow the actual system and do
notice an increase in load.  We have cleared out and recreated
the quota tracking files (aquota.user) with no difference.  We
don't track group usage.

        Any suggestions would be appreciated.
