You should be able to reboot and use the controller BIOS to reset the
foreign disks. The way that OM storage mgmt is (mis?)designed, it will
basically not ever touch a foreign disk.

An oddity for sure. I have in the past brought this up as a limitation
to the OM team. You might talk to support and get them to open an issue
because, for instance, if you have a machine like this in a datacenter
across the country, you would have a very hard time fixing this unless
you have eg. a DRAC card.
