I don't think you understand what you imply here.

Basically you want Dell to:

1. Implement a process where you tell them the hostname of the DRAC
   upon purchase of the machine.

2. Give you a $40 (or so) freebie (that's the going price of a certificate,
   give or take).

It just makes no sense. For administrative purposes, I'd suggest you run your 
own CA and import its certificate into the browser(s) you're using. The 
import process is basically a few clicks, the cert can be made available on a 
public, certificated webserver (e.g. your company's). That way you maintain 
the chain of trust.
