bios_dev_name debian packages

I've been told by *multiple* people for my packages *not* to include
debian/ directory in upstream release.

What I do is drop it in a subdirectory: pkg/debian/ for most of my
packages. (with some build scripts to swizzle it when i go to build a
deb)
