how to disable one CPU

What is the surest way to disable one CPU on a PE1950?

So, with dual core, I want to make it 2-CPU machine instead of 4CPUs.

I can reboot the machine if it is a BIOS option.

Is there also a way in RHEL/CentOS for the same?
