so, I went and configured my machine to look at the exact same
repository you are using, and it worked without error.
I'm still thinking there is something out of date on your proxy... (note
that my server below is pulling from the master copy, the public
linux.dell.com is copied from this server, so they are guaranteed to be
the same.)
Can you check your squid logs and verify that it is not caching anything
related to the repos?

Looks like your copy is barfing trying to create the dell-hardware-ven_0x1028_dev_0x01b2.20070419171746 file. It looks to me like up2date is creating that file based on the info in header.info (the data looks like they are just converting it to xml).
