Problem building php 4.4.6 and apache 1.3.37 on RHEL 4

You may get luckier by (re)building the httpd rpm as a whole, installing that, 
and then (re)building the php rpm. The relevant source rpms should be 
available somewhere (try rpm.pbone.net)
