Did you run the bootstrap.sh script? It should be run first as it sets up the
repos.

Then, (IFF you are using up2date to install instead of yum), you have to fix
/etc/sysconfig/rhn/sources, replace $releasever with "4" if you are running
RHEL4 because there is a bug in up2date that I am working on fixing.

After that, the commands you have tried should work.
