change default 1311 web access port using OMSA CLI interface

Found it!

/opt/dell/srvadmin/iws/config/iws.ini

It is a text file, where IP port can be assigned for the OMSA web server.

The configuration file update is the easy way to set the port number
to the standard HTTPS port 443 because the web interface will not
allow to use any port lower than 1024...
