the way that the update works is that it copies the image into RAM, sets
a bit in CMOS, then on reboot the BIOS notices the bit in CMOS and
searches for and locates the image in RAM, then self-updates.

Reboot=bios fixes a problem where linux cold-reboots, destroying the
contents of RAM, and thus, your update.

So, that is a long way of saying, yes, you need to re-run the update
before rebooting. No, do not power-cycle the system.
