The firmware-tools package does this. Also you can download SUU from the
Dell support website. You can also download individual updates from the
support website.
Instructions on setting up the firmware repository:

I just regenerated all of the BIOS packages yesterday. Generally this
means that I probably screwed something up but dont know what it is yet.
:( Please discuss on the list if you have problems. (see the known
issues section on the wiki for what I currently know is broken).

I have some select PERC updates.
If you have a PERC that isnt supported in the repo, you can download a
Dell Update Package (DUP) from support.dell.com.

The firmware-tools tries to get this all integrated. It is not quite
complete yet.

All in the release notes for the DUPs if you use them. For
firmware-tools, you shouldnt ever lose settings. For production
machines, I would recommend using DUPs, as they are "supported".

Live CD just uses the same tools you can install from the
software/firmware repositories.
